Paul Buddenhagen

Paul Buddenhagen is an experienced city manager with a strong background in managing human services and community programs. Currently serving as the City Manager for the City of Berkeley since September 2024, Buddenhagen previously held the same role in the City of Emeryville from January 2023 to September 2024. Buddenhagen’s tenure at the City of Berkeley includes serving as Deputy City Manager, where support was provided to multiple departments, including Health, Housing and Community Services, and Public Works. Prior experience includes a leadership role at the Contra Costa Employment & Human Services Department, where Buddenhagen created and led the Planning and Policy Division. Additionally, Buddenhagen has significant experience in developing anti-poverty strategies and managing community resources across various roles in public service. Academic credentials include a Master of Social Work from the University of California, Berkeley, and a Bachelor of Arts in Psychology from Macalester College.
