Elizabeth Gray

Elizabeth (Toni) Gray is an experienced city manager, currently serving as the City Manager for the City of Bethany, OK since October 2020. Previously, Elizabeth held similar roles in Sand Springs, OK from September 2014 to September 2020 and in Altus, OK from January 2012 to August 2014. Earlier experience includes serving as Assistant/Interim Borough Manager at Matanuska-Susitna Borough and Director of Operations for the City of Shawnee, Oklahoma. Elizabeth possesses a Master's degree in Public Administration and a Bachelor's in Liberal Studies with a concentration in Organizational Leadership from the University of Oklahoma.
