Joseph McDougall

Joseph McDougall has been practicing law for over 22 years. He was appointed Burbank's City Attorney unanimously by the City Council in November 2021.

As a member of the City's executive team, Mr. McDougall is the primary legal advisor to the City Council – the City's governing body – as well as the City Manager and other executives. Mr. McDougall oversees the City Attorney’s Office including 11 staff attorneys, para-professionals, and support staff.

Mr. McDougall was hired by the City Attorney's Office in 2006 as a Senior Assistant City Attorney specializing in Land Use, CEQA, Housing Development, Redevelopment, Municipal Governance, Public Contracts, Information Technology, Utilities, Power Purchase Agreements, Wireless Telecommunications, Stormwater Management and Real Estate Sales Transactions. He was promoted to Chief Assistant City Attorney in 2019.

Mr. McDougall received his law degree from Southwestern Law School and became a member of the California Bar in 1998.
