Michael Kapaun currently serves as the City Attorney for the City of Cheney, Washington, since February 2024, and has held the position of Deputy Staff Judge Advocate for the 141st Air Refueling Wing at Fairchild AFB in the United States Air Force since November 2013. Prior to these roles, Kapaun was a Partner at Hawley Troxell, focusing on construction disputes, municipal law, and commercial litigation from January 2023 to February 2024, and served as a Principal at Witherspoon•Kelley from April 2010 to December 2022, dealing with business litigation and banking matters. Kapaun began military legal service as a Judge Advocate in the US Army's Military Honors Program from January 2006 to July 2010, where expertise was developed in various legal issues related to civil works and military programs. Kapaun earned a JD from the University of Washington School of Law and a BA in Political Science from Gonzaga University.
