Elaine C. is an accomplished human resources leader with extensive experience in compliance, employee relations, and ethical governance. Currently serving as the Senior Human Resources Manager - Compliance for the City of Dallas since February 2019, Elaine is responsible for developing HR strategies that promote a positive workplace culture and align with business objectives. Previous roles include Interim Director of Community Police Oversight and Employee Relations Manager, where Elaine ensured fair treatment of employees and maintained accountability within the organization. Prior to the City of Dallas, Elaine held key positions at Oculus Health and Teladoc Health, managing HR operations across multiple states and emphasizing a high-performance work culture.
