Cynthia (Cooper) Baughman, BRMP, PMP has extensive work experience in the technology and public utilities sector. Starting in 1988, they worked as a Programmer at FMC (now UDLP) before moving on to Triad Systems Corp. (now Activant Solutions) as a Programmer/Analyst in 1990. Cynthia (Cooper) then joined Vistawall Architectural Products (now Oldcastle BuildingEnvelope) as a Programmer/UNIX Systems Administrator in 1992. In 1996, they worked at Sequel Systems as a Systems Administrator before joining the City of Garland in 1997. At the City of Garland, they held various roles including Senior Information Systems Coordinator, Network Administrator, Lead Network Administrator, and Network Services Manager. From 2011 to 2013, they served as a Business Relationship Manager, focusing on understanding the technology needs of different departments and recommending process improvement opportunities. From 2014 to 2022, they were the Public Works Operations Technology Manager, responsible for managing technical systems, developing strategic plans, and overseeing the asset management program and emergency response planning for Garland Water Utilities. Currently, they hold the position of Water Utilities Technology Director at the City of Garland, overseeing information services, water operations, cybersecurity, and change management for the utility. Cynthia's diverse experience has provided their with a strong background in technology, project management, and optimizing IT solutions for organizations.

Cynthia (Cooper) Baughman, BRMP, PMP graduated from San Jose State University in 1987 with a Bachelor's degree in Business Administration, majoring in Information Resource Management. In addition to their degree, they have obtained several certifications throughout their career. In 2005, they became a Project Management Professional (PMP) through the Project Management Institute. In 2008, they obtained the Associate Business Continuity Professional certification from the Disaster Recovery Institute. In 2009, they earned the ITIL v3 Foundation certification from ITIL. In 2014, they became a Business Relationship Management Professional (BRMP) through the Business Relationship Management Institute. Most recently, in 2018, they completed a course on Cybersecurity Policy for Water and Electricity Infrastructure from Coursera.
