Mitch Bates

Deputy City Manager & Chief Operating Officer at City of Garland

Mitch Bates began their work experience in 1987 as a Police Officer for the Garland Police Department. Mitch held various roles within the department, including Lieutenant, Captain, Assistant Chief of Police, and finally Chief of Police from July 2003 to February 2019. In March 1987, Bates also joined the City of Garland as the Deputy City Manager & Chief Operating Officer, a position they still hold.

Mitch Bates completed their Bachelor of Business Administration (B.B.A.) degree in Management Information Systems and Services from Texas A&M University. Mitch attended this institution from 1982 to 1986. Later, they pursued a Master of Science (M.S.) degree in Organizational Behavior Studies from The University of Texas at Dallas, where they were enrolled from 1993 to 1995.
