R. Douglas Collins

R. Douglas Collins is an experienced arbitrator and mediator with a private practice since November 1978, resolving over 3,250 labor-management disputes across public and private sectors. Collins has been a member of the National Academy of Arbitrators since 1989. Currently serving as the Chairman of the Employee Relations Board for the City of Los Angeles and the Civil Service Board for the City of Hermosa Beach, Collins has also held the position of Chairman for the Employee Relations Commission in Los Angeles County until September 2013. Previously, Collins was the Executive Director of the Employee Relations Board for the City of Los Angeles from 1972 to 2000 and served as an instructor in public sector labor-management relations at UCLA Extension and the Los Angeles Community College District's Labor Center from 1982 to 1990. Collins holds a Bachelor’s degree in Political Science from Occidental College and a Certificate in Public-Sector Labor-Management Relations from UCLA Extension.
