Bret Starr currently serves as the Chief Financial Officer for the City of Irving, TX, since May 2022, and has held the position of Budget Administrator for the city since July 2004, where responsibilities include overseeing a $490 million annual operating and capital improvements program budget. Previously, Bret was the Assistant Finance Director for the City of Hurst from September 1998 to July 2004, managing a $49 million operating budget and a $22 million capital improvements program budget, and was also involved in the investment of a $63 million portfolio. Prior to that, Bret worked as an Accountant for the City of North Richland Hills from May 1994 to September 1998, managing a $50 million investment portfolio and a $23 million capital improvements program budget. Bret's professional affiliations include serving multiple terms as President-Elect for the Government Finance Officers Association of Texas from 1994 to 2014. Bret earned a Master of Business Administration (MBA) in Finance from Texas A&M University and a Bachelor of Business Administration (BBA) in Finance and Decision Science from Texas Christian University.
