Opal Frye-Clark serves as the Homeless Policy Strategist for the City of Johnson City since July 2023, focusing on reviewing and improving homelessness policies and implementing strategies to address homelessness. Previously, Opal held the role of Community Data Support Specialist at East Tennessee State University Center for Rural Health, where responsibilities included providing technical assistance on data management for community organizations and collaborating with health institutions to address COVID-19 disparities. Opal also has experience as a Graduate Assistant and Research Assistant at East Tennessee State University, a Community Navigator at Ballad Health, as well as field nursing positions at Amedisys Home Health and BAYADA Home Health Care, demonstrating a strong background in healthcare and community support. Opal is currently pursuing a Doctorate of Public Health in Health Management and Policy at East Tennessee State University, complementing a Master’s degree in Professional Communication earned in 2017.
