Heather James

Heather James currently serves as the Human Resources Director for the City of Kannapolis, a position held since June 2023. Previously, Heather held multiple roles at the NC League of Municipalities from June 2018 to June 2023, including Manager for Operational Outreach and Human Resources Consultant, providing support and expertise in HR matters for local government entities. Prior experience includes serving as the Human Resources Director and Town Clerk for the Town of Davidson and as Town Clerk for the Town of Oak Ridge. Heather's foundational experience includes roles as a Lobbyist Research Assistant and Legislative Intern with the U.S. Senate Committee on Veteran Affairs. Academically, Heather holds a Master’s of Public Administration from Appalachian State University, alongside several certificates from the UNC School of Government and a dual undergraduate degree in Economics and Political Science from the University of North Carolina at Charlotte. Expertise includes knowledge of local government operations, HR compliance, and best practices in municipal employment.
