Barbara DeLeon has extensive work experience in various roles, primarily in the public sector. Barbara started their career at Hewlett-Packard Company as a Senior Financial Analyst and Corporate Recruiter, where they provided financial analysis and conducted interviews for hiring needs. Barbara then worked as an Independent Consultant at Memorial Medical Center Las Cruces and Memorial Medical Center, Inc., where they developed Excel-based models and provided analytical support for budgeting and profitability assessments.

Barbara joined Huron Consulting Group as an Independent Consultant, specializing in labor productivity analysis and performance reporting for hospitals across the U.S.

In 2010, they began their tenure at the City of Las Cruces, where they held multiple positions. Barbara began as a Senior Operations/Management Analyst, implementing process improvements and administering the city's strategic plan. Barbara later served as a Project Manager, leading a city-wide system reimplementation project. Barbara also worked as a Chief of Staff, overseeing internal performance, policy development, and community engagement. Barbara then took on the role of Interim Assistant City Manager, managing administrative functions, economic development, and assisting with policy initiatives. Most recently, Barbara served as the Chief Administrative Officer, directing community engagement programs, overseeing city administrative functions, and coordinating legislative initiatives.

Throughout their career, Barbara has demonstrated strong leadership, strategic planning, financial analysis, and project management skills.

Barbara DeLeon pursued their education with a focus on business and finance. From 1988 to 1990, they attended the Texas McCombs School of Business and obtained a Master of Business Administration (MBA) degree in Finance, General. Prior to that, from 1984 to 1988, they studied at The University of Texas at Austin, where they earned a Bachelor of Business Administration (BBA) degree. During their time at The University of Texas, they also participated in the Business Honors Program. Before their college years, Barbara completed their high school education, graduating with a High School Diploma from Colegio Franklin Delano Roosevelt, The American School of Lima, Peru in 1984.

In addition to their formal education, Barbara DeLeon obtained a certification as a Certified Government Performance Manager from The Performance Institute in August 2017.
