James Lofton, PE, currently serves as the City Engineer for the City of McMinnville since December 2022. Prior experience includes roles as Senior Project Manager and Project Manager for the City of Salem from April 2018 to December 2022, and Engineer Project Manager at Project Delivery Group, LLC from April 2016 to March 2018. James also worked as Engineer Superintendent at Northwest Soil Stabilization Inc. from July 2014 to April 2016, focusing on design-build projects with complex geotechnical analysis. Earlier roles include Engineer in Training at Kiewit from July 2011 to July 2014, where responsibilities included contract administration and estimating, as well as positions as Survey Technician with the US Forest Service and Highway Inspector with the Oregon Department of Transportation. James holds a Civil Engineering degree in Transportation and Highway Engineering from Oregon State University and an Associate's degree in Civil Engineering from Chemeketa Community College.
