Kelli Parmley

Kelli Parmley currently serves as the Director of Human Resources for the City of Milpitas, a position held since January 2024. Prior to this role, Kelli was with the City of San José, where key positions included Assistant Director of Human Resources, Acting Assistant Director of Human Resources, and Assistant to the City Manager, focusing on community services and administrative functions. Kelli's experience extends to the Carnegie Foundation for the Advancement of Teaching as Vice President of Administration & Secretary to the Board, and Kelli held various leadership roles at Virginia Commonwealth University, including Executive Director of Bridging RVA and Associate Vice Provost for Planning and Decision Support. Previous positions also include Senior Policy Analyst at SHEEO, Director of Budget and Institutional Analysis at the University of Northern Colorado, and Assistant Vice President for Institutional Research and Planning at SUNY New Paltz. Kelli's educational background includes a BS in Labor and Industrial Relations from Cornell University, an MPA from Syracuse University, and studies as a former Doctoral Student at the University at Albany.
