Jeffrey Spalding

Jeffrey Spalding is the CFO & Controller for the City of Noblesville. Jeffrey previously held the role of Controller for the City of Elkhart, Indiana, and served as the Executive Director of the Joint Fiscal Review Committee at the Tennessee General Assembly. With extensive experience in fiscal policy and analysis, Jeffrey has also worked at organizations such as EdChoice, the City of Indianapolis, Indiana Department of Transportation, and Indiana Commission for Higher Education. Jeffrey is a public finance expert and has a strong background in budget development, financial accounting, risk management, and compliance with state laws governing municipal finance. Jeffrey holds an MBA from Washington University in St. Louis and a degree in Economics from Hanover College.
