Wynter Benda currently serves as the City Manager for the City of Lynchburg, a position held since August 2021. Prior to this role, Wynter held various positions within the City of Norfolk, including Assistant City Manager and Assistant to the City Manager, since March 2011. Wynter's experience also includes serving as Senior Assistant City Attorney for the City of Hampton and In-House Counsel for the City of Chesapeake, where responsibilities included providing legal counsel and drafting legislation. Wynter began a legal career as a Judicial Law Clerk for the Seventh Judicial Circuit. Educational qualifications include a Juris Doctor degree from Regent University School of Law, and advanced degrees in Theology from Union Presbyterian Seminary, along with a Bachelor’s degree in Political Science from Hampden-Sydney College.
