Richard Newton

Richard Newton, MPA, CEM, currently serves as the Emergency Preparedness Manager for the City of Norwalk, California, since October 2022, overseeing a team responsible for municipal emergency management for a population exceeding 100,000. Prior to this role, Richard spent over 11 years in the United States Air Force, holding various positions including Superintendent of Plans & Programs, where oversight of a 16-member staff involved continuity and contingency operations planning for over 5,000 employees. Richard's extensive military experience also includes roles such as Crisis Action Team Coordinator, Installation Operations Center Manager, and Squadron Administrator, each focusing on emergency response and operational management. Academically, Richard holds a Master of Public Administration from Northern Arizona University, a Bachelor of Science in Emergency Services & Airport Management from Embry-Riddle Aeronautical University, and an Associate of Applied Science in Emergency Management from the Community College of the Air Force.
