Chelsea Phebus

Chelsea Phebus serves as the Director of Human Resources and Risk Management for the City of Oceanside since January 2025, previously holding the same position at the City of Chico from October 2022 to January 2025. Chelsea has a robust background in human resources, having worked as Human Resources Director for the Superior Court of California, County of Butte, and as Director of Human Resources for the City of Fountain Valley and LePort Schools, where responsibilities included overseeing talent acquisition and employee relations across multiple states. Chelsea's career began as a Human Resources Analyst at the Fresno Housing Authority, following an initial role as a Housing Inspector. Educational qualifications include a Master's degree in International Relations and Affairs from California State University, Fresno, and a Bachelor's degree in Political Science from the same institution. Additionally, Chelsea completed coursework toward a Doctor of Law degree at California Western School of Law.
