David Biggs

David Biggs is an experienced city manager with a robust background in municipal governance. Since April 2021, David has served as the City Manager for the City of Orinda, following a seven-year tenure in the same role at the City of Hercules from June 2014 to April 2021. David holds a Master of Business Administration (M.B.A.) from the University of California, Irvine - The Paul Merage School of Business and a Bachelor's Degree in Political Science with a focus on Public Administration from California State University, Fullerton.
