Bill Keegan

Bill Keegan is a seasoned municipal management professional with extensive experience in various leadership roles. Currently serving as a Senior Project Manager at Capital Strategic Solutions since February 2024, Bill engages in a range of municipal consulting assignments, emphasizing leadership training and organizational restructuring. Concurrently, Bill acts as the HR Director for the City of Pawtucket, RI, overseeing all HR functions for a community of 75,000 residents. As the President of WG Keegan Associates, Bill leverages over 40 years of experience to provide municipal services focusing on organizational development. Bill's prior roles include Town Manager of Foxborough, MA, and Town Administrator in both Dedham and Seekonk, MA, along with early career experience as Director of HR and Labor Relations in Hollywood, FL. Bill holds a Master’s degree in City/Urban, Community and Regional Planning from the University of Massachusetts Amherst and a Bachelor’s degree in History from Westfield State University.
