Abby Owens

Abby Owens is a seasoned professional in public works and sustainability, currently serving as the Director of Public Works for the City of Plano since January 2013, where leadership has significantly contributed to community engagement and excellence. Owens has progressed through several roles within the department, including Assistant Director of Water & Wastewater, where oversight of safe drinking water for nearly 300,000 residents was pivotal, and Assistant Director of Public Works - Community Services, focusing on environmental waste services and regional composting initiatives. Previous experience includes consulting for sustainability and water resources planning with the Atlanta Regional Commission and working as an Environmental Scientist with DMK Solutions. Abby Owens holds a Master's degree in Public Administration from Georgia State University and a Bachelor's degree in Biology from Emory University, complemented by an Associate's degree from Oxford College of Emory University.
