Robert Neiuber, IPMA-CE has extensive experience in human resources and city management. Starting in 1990, they worked for the City of Covina, where they held various roles including Director of Human Resources, Director of Community Development, and Deputy Executive Director of the Redevelopment Agency. In these positions, they oversaw operations, managed staff, and negotiated with developers and community organizations. In 2012, they joined the City of Azusa as the Director of Human Resources, where they implemented comprehensive human resource management and staff development programs. Robert also served as the Interim Director of Human Resources before leaving in 2014 to join the City of Rancho Cucamonga. In their role as Senior Human Resources Director, they directed and managed the City's Human Resources Department, overseeing recruitment, employee relations, compensation, benefits, and more. Robert was also a member of the executive management team. Additionally, Neiuber served as the President of Primary Functions, Inc.
Robert Neiuber, IPMA-CE, obtained their Bachelor of Arts degree in Political Science from the University of California, Riverside, where they studied from 1984 to 1989. In addition to their formal education, Neiuber has obtained several certifications throughout their career. These certifications include: LEAD & SEI Presents: Balancing Leadership - Personal, Professional, Organizational & Community from the Weldon Cooper Center for Public Service at the University of Virginia (obtained in September 2021), Employing Abilities at Work Certificate from the SHRM Foundation (obtained in August 2020), IPMA-Certified Executive (IPMA-CE) from the IPMA-HR International Public Management Association for Human Resources (obtained in May 2020), SHRM - Senior Certified Professional (SHRM-SCP) from SHRM (obtained in November 2015), League Cycling Instructor (LCI) from the League of American Bicyclists (obtained in May 2013), IPMA-Senior Certified Professional (IPMA-SCP) from the IPMA-HR International Public Management Association for Human Resources (obtained in August 2006), Certified Labor Relations Professional (CLRP) from the National PELRA - National Public Employer Labor Relations Association (obtained in 2006), and Labor Relations Academy Masters Certification (CLRM) from CALPELRA - California Public Employers Labor Relations Association (obtained in 2006). Additionally, Neiuber graduated from the Innovation Academy in the Class of 2016, an initiative by the Alliance for Innovation.
