Michelle Arca Katsuyoshi is an experienced Human Resources professional currently serving as the Human Resources Director for the City of Redwood City since September 2019. Prior to this role, Michelle held the position of Human Resources Director and Manager at the City of Morgan Hill from March 2011 to September 2019. Michelle's career in HR began as a Senior Analyst for the City of San Jose from 1995 to 2002, followed by roles as a Senior Employment Specialist at the City of Sunnyvale and as an HR Consultant with the City of Santa Clara. Michelle also worked as a Project Manager for the Town of Los Gatos from 2007 to March 2011. Michelle holds a Bachelor of Arts in Communication Studies from California Polytechnic State University-San Luis Obispo and pursued graduate studies in Communication Studies-Training and Development at San Jose State University.
