Feng Ying Chang

Principal Engineer at City of San José

Feng Ying Chang has extensive work experience in engineering, particularly in the fields of water and utilities. They started their career as a Process Engineer at Veolia Water Technologies in 1996 and worked there until 2000. They then joined Black & Veatch, where they held the position of Process Engineer and later became an Engineering Manager until 2016. From 2016 to 2019, they served as a Senior Utilities Engineer at the City of Hayward. Currently, Feng Ying Chang is employed as a Principal Engineer at the City of San José.

Feng Ying Chang holds a Master of Engineering (MEng) degree in Environmental Engineering and Sciences from the University of Florida. Feng Ying also has a Bachelor's degree in Environmental Engineering from National Cheng Kung University. In addition, they earned a Master of Science (MS) degree in Bioinformatics from North Carolina State University.
