Kip Harkness

Kip Harkness is an accomplished executive leader currently serving as Deputy City Manager for the City of San José since August 2016, overseeing key enterprise priorities such as creating a smart and sustainable city and enhancing emergency preparedness. Harkness has extensive experience managing a portfolio that supports over 1,700 employees and a significant annual operating budget, while also leading the City's COVID-19 pandemic response and initiatives in digital services and innovation. As owner of Kip Harkness Consulting, Harkness provides coaching and training for global leaders in technology and local government. Prior roles include serving as City Innovator at Harvard University, Director of Technology Engagement at PayPal, and Director of the Strong Neighborhoods Initiative at the San Jose Redevelopment Agency. Educational background includes a Master's in Urban Planning and a Bachelor's in Anthropology and International Affairs from Florida State University.
