Kim Dowden

Kim Dowden has over 20 years of work experience in various roles within the public sector and private companies. Kim has worked at the City of Seattle as an IT Delivery Lead, where they were responsible for overseeing software development teams and ensuring the successful delivery of projects. Kim also served as a Mass Vaccination Site IT Manager, providing IT support for community vaccination sites. Prior to their role at the City of Seattle, Kim was a Senior IT Project Manager at the City of Bellevue, where they managed IT projects and implemented software systems. Kim also worked as a Senior IT Business Analyst/Project Manager at the City of Bellevue, supporting regional technology projects. Earlier in their career, Kim worked as a Human Resources Analyst at the City of Kirkland, providing HR support and leading projects. Kim also held positions at Washington Mutual as an Employee Relations Analyst and at Virtual Clinic Inc. as a Human Resources Manager. Throughout their career, they demonstrated strong leadership, project management, and collaboration skills.

Kim Dowden received a Bachelor of Arts degree in Psychology from the University of Washington, where they studied from 1991 to 1993. Additionally, Kim obtained several certifications, including an Organizational Change Management Certificate from Prosci in 2019, a Project Management Certificate from Bellevue College in 2010, a Certified Scrum Master (CSM) certification from Accenture | SolutionsIQ, an ITIL Foundation Certificate from EXIN, and Incident Command Systems G300 and National Incident Management System IS 200 & 700 certifications from the Washington Emergency Management Division and FEMA, respectively.
