Elisa Hamblin

Elisa Hamblin, AICP, serves as the Zoning Administrator and Site Review Section Manager for the City of Tucson since May 2018, providing technical support and conducting planning-related research. Prior experience includes Long Range Principal Planner at the Town of Oro Valley, leading a team to address community planning needs, and Senior City Planner overseeing the Your Voice, Our Future project. Previous roles also include Associate City Planner and Planning Assistant at the City of Portland, where Elisa contributed to the Central City 2035 Plan and collaborative neighborhood plans, and Planning Analyst at the City of Draper. Educational qualifications include a Master's in Urban Planning and a Bachelor's in Urban Planning from the University of Utah, along with partial coursework in Public Management at Portland State University.
