Charles (Chuck) Young has extensive law enforcement experience, serving as Chief of Police for the City of Victoria TX since August 2021, previously holding the role of Deputy Chief of Police. Prior to this, Young was Senior Security Manager for the Dallas Symphony Orchestra from October 2019 to August 2021, focusing on asset protection. A distinguished career with the Dallas Police Department from January 1980 to October 2019 culminated in retirement as a Major, overseeing significant divisions such as the Southwest Patrol Division and the Criminal Investigations Division. Young began the policing journey as a Reserve Police Officer with the Copperas Cove Police Department in 1979. Educationally, Young is pursuing a Master of Arts in Criminal Justice and Corrections at Lamar University, having previously earned a Baccalaureate in Criminal Justice/Police Science from Midwestern State University.

Victoria continues to be on the forefront of new business and technology, with a strong plastics manufacturing industry, petrochemical and industrial chemical plants, and oil and gas exploration. Victoria is also the regional hub for a diverse retail sector which makes it an excellent city to live, work and play. There are two higher education campuses within the City, Victoria College and University of Houston-Victoria, a four year university. Public education is offered by the Victoria Independent School District, which serves 15,000 students in 18 elementary campuses, four junior high schools and two high schools. VISD also boasts a world class natatorium and a performing arts auditorium were put into service in 2011. Victoria's newest industrial partner, Caterpillar, opened its new $125 million excavator plant in September 2012.
