Karen Finn

VP, Professional Services at Clear Impact

As vice president of professional services with Clear Impact, Karen Finn is highly experienced in Leadership Development; Results-Based Accountability™ and performance improvement. Currently, Finn works throughout the United States and Internationally to assist government agencies, non-profit organizations, and leaders of all types to identify—and continuously improve—community outcomes and agency performance measures. She also provides leadership and accountability to all consultants of Clear Impact.

Most recently, Finn has provided training, technical assistance and coaching to senior leaders of the National Institutes of Health; New York State’s Office of Children, Youth and Families: Nebraska’s State Divisions of Behavioral Health, Public Health and Children and Family Services; Maryland Governor’s Office for Children and the United Ways in Alaska, New York State, Maryland, Texas, Kentucky and Iowa. Finn presented her work at the RBA Africa Summit in 2014; the RBA Australia Summit in 2015 and the Measurable Impact USA Summit in 2016.

Finn has designed and facilitated leadership development programs for the Howard County Department of Citizen Services; the Epilepsy Foundation of America and FinnCORE’s Center for Women’s Leadership Enhancement. She has served as an executive coach and facilitator for several leadership development programs including those sponsored by the National Institute’s for Health (NIH); the National Heart, Lung and Blood Institute (NHLBI); the Center for Scientific Review (CSR); and the Montgomery County Parks and Planning Commission. In her work as a consultant, she has coached executive directors and non-profit board leadership in developing results-based strategic plans and collaborative community efforts focused on improving results for children, families and adults.

Finn has held leadership positions in both the government and non-profit sectors. Prior to joining Clear Impact, Finn served as chief of programs and policy for the Maryland Governor’s Office for Children where she implemented Results-Based Accountability across 24 local jurisdictions.

Finn has a Masters of Education in Counseling and Human Services and has completed post-graduate work in leadership development, multi-cultural diversity, mutual gains negotiation and Results-Based Accountability. She is also a qualified trainer and administrator of the Myers-Briggs Type Indicator © and the FIRO-B.
