David J. Samuel is the Managing Partner of CME Associates – one of the state's most respected full-service civil engineering firms. Over the past 30 years, he has been the driving force behind CME Associates' growth as a firm specializing in providing quality engineering for the public sector.
Mr. Samuel co-founded CME Associates in 1983 with just a handful of professionals. By hiring and retaining expert talent over the years, today, with with a multi-disciplined staff and five offices throughout the state, CME Associates is able to provide municipal, county, and state governments, and private-sector clients, with a full range of Engineering, Surveying, GIS, Planning, and Landscape Architectural services.
Mr. Samuel is the Borough Engineer for Highland Park, Sayreville, South River, and Spotswood, the Township Engineer for Aberdeen, Plainsboro, and South Brunswick, and the City Engineer for Bayonne. He provides Consulting Engineer services to the Joint Meeting of Essex and Union Counties, Old Bridge Municipal Utilities Authority, Sayreville Economic Redevelopment Agency and Union County Utilities Authority. Mr. Samuel is the Consulting Engineer for Middlesex County Improvement Authority, Middlesex County Utilities Authority, and Western Monmouth Utilities Authority. He is also responsible for providing Consulting Engineering Services to Middlesex County, Union County, Gloucester County, Monmouth County, and Bergen County, and provides consulting services to multiple municipalities, School Boards, and County colleges throughout New Jersey.
With over 40 years of experience, Mr. Samuel is well respected throughout New Jersey. A licensed New Jersey Professional Engineer, Professional Planner, Certified Municipal Engineer, and a Certified Public Works Manager, he has been involved with hundreds of projects throughout the state, representing many counties, municipalities, and Authorities. The projects range from innovative recreational facilities to transportation, potable water, wastewater, structural, environmental, capital improvements, and redevelopment projects.
Mr. Samuel has personally overseen significant state-of-the-art projects, such as: Middlesex County's Spring Lake Park in South Plainfield, his first significant park project; large-scale projects like Woodbridge Center Drive Intersection, and Main Street Extension in Sayreville; water and wastewater projects throughout New Jersey; services to the New Jersey Turnpike Authority involving EZ Pass; the Driscoll Bridge Expansion and 142 Interchange for the Garden State Parkway; major Brownfields projects throughout New Jersey, as well as Alternative Energy projects.
Mr. Samuel is the Lead Consultant guiding the Sayreville Economic and Redevelopment Agency through the process of reclaiming over 400 acres of a former heavy industrial site, into a prosperous mixed-use development, proposed to consist of residential, retail, office space, hotels, entertainment and recreational amenities for the National Lead Redevelopment along the Sayreville Waterfront. He is involved with negotiations, redevelopment plans, utilities, transportation, planning, RFP preparation and evaluation, Fiscal Impact Analysis, and environmental consulting for this $1.9 billion project.
Mr. Samuel has provided municipalities with not only the highest levels of service but with innovative and unique facilities within the State of New Jersey. All of the firm's recreational facilities are designed to address community interests and needs, including those individuals and/or organizations with special needs. The Level Playing Fields, located in Roosevelt Park, Middlesex County, was the "first-of-its-kind" facility for Special Needs children on the East Coast. Throughout the design process, Mr. Samuel worked tirelessly with the County of Middlesex and the adjacent Lakeview School (Middlesex County Cerebral Palsy Association), to create this ground-breaking facility.
Many of Mr. Samuel's designs over the past 40 years have received various national, state, county, and professional organization awards, including: the American Public Water Works Association, the Robert B. Kinsey Memorial Award Foundation (NJRPA), the Ruth Hughes Innovative Accessible Recreation Facility Award, and more than thirty (30) awards from the New Jersey Society of Municipal Engineers for his design and/or construction management excellence. Recently, Mr. Samuel has been recognized by the National Association of Clean Water Authorities for the Environmental and Fiscal benefits of the biofuel powered co-generation facility for the Joint Meeting of Essex and Union Counties.
In 2012 CME Associates, under the direction of Mr. Samuel, received the Private Practice Professional Development Award by the New Jersey Society of Professional Engineers and the National Society of Professional Engineers. The Award is presented to the nominated private practice firm, employing engineering personnel, that has made the most outstanding contribution to the advancement and improvement of the engineering profession through its policies and practices.
Mr. Samuel is a member of the American Society of Civil Engineers, NJ Society of Civil Engineers, American Water Works Association, NJ Society of Professional Engineers, NJ Society of Municipal Engineers, National Society of Professional Engineers, NJ Recreation and Parks Association and the Water Environment Federation.
Mr. Samuel is also a member of the New York Athletic Club (NYAC), whose primary function is to sponsor athletes for the Olympics and other events. He is also a board member and contributor to the Middlesex County Cerebral Palsy Association, now known as the New Jersey Institute for Disabilities, which has facilities for children and people with special needs throughout New Jersey, and has been a President and member of the Flame of Charity Foundation for the Diocese of Metuchen, as well as a Trustee for his local Parish.
Besides being known for his engineering excellence, Mr. Samuel has also been recognized by several organizations for his leadership, commitment, and dedication, including: Humanitarian of the Year Award from the Diocese of Metuchen, the Good Scout Award presented by the Boy Scouts of America, and the Businessman of the Year Award presented by the Sayreville, Old Bridge, South Amboy Chamber of Commerce.
