Sara Soka

Senior Program Manager, Best Practices at Code for America

Sara Soka is a Senior Program Manager of Best Practices at Code for America, where she documents and disseminates innovative ways government agencies are making safety net benefit delivery more effective and human-centered. She investigated this topic in depth during a 2020-2021 fellowship with Georgetown’s Beeck Center for Social Impact + Innovation, where she co-authored guides on clear, public-facing information about benefits, texting with benefit recipients, and integrating the delivery of multiple benefits. At the same time, she heard firsthand about the challenges to pandemic-era benefit delivery as an intake specialist with U.S. Digital Response.

Sara’s career has centered on supporting employees of government agencies and community-based organizations that work to improve public health and economic well being. She’s had the honor of partnering with leaders in dozens of U.S. municipalities, states, and tribal nations in the roles of policy analyst, qualitative researcher, strategic communications advisor, and community organizer, and she deeply enjoys connecting people who are working on similar problems. Sara holds a Master’s degree in Population Health Sciences from the University of Wisconsin-Madison.
