Coldwater Engineering
Terry Cowan has had a successful career in the railroad industry, starting in 1999 as a Water Resources Engineer at Olsson Associates, where they built and mentored the railroad group. In 2005, they joined Robert Peccia & Associates as the Water Resources Team Leader, serving clients such as the Montana Department of Transportation and the Federal Highway Administration. During this time, they also secured a contract with the UPRR for H&H and Permitting work. In 2010, Cowan was hired by CDM Smith as the Senior Project Manager and UPRR H&H Program Manager, contributing to significant revenue increases. Finally, in 2016, they founded Coldwater Engineering, aiming to provide quality solutions in the railroad industry while fostering a rewarding environment for employees to grow.
Terry Cowan earned a Bachelor's Degree in Civil Engineering from the University of Nebraska at Omaha, from 1994 to 1999. Additionally, Terry obtained certifications as a Professional Engineer in Montana and Nebraska in 2005.

Established in 2016, Coldwater Engineering is a Montana-based consulting engineering firm which specializes in railroad engineering, water resources, environmental permitting, survey, and emergency response. Headquartered in Helena, Montana, our company infrastructure is set up to be mobile. Empowering our employees with the latest technology, we can work effectively from anywhere. In fact, we have worked and put boots on the ground in 23 states west of the Mississippi River. We are specialized in, but not limited to, railroad engineering, and our team has managed nearly a thousand Class I railroad projects across the country.
