JR Roque

Chief of Staff at Community and Family Services International

JR Roque has served as the Chief of Staff of CFSI since 2017. Working closely with the Executive Director, he is responsible for contributing to strategic planning and providing effective program management as well as technical support; ensuring the Office of the Executive Director consistently functions at its maximum capacity; fostering and sustaining strong linkages between the Senior Management Team and all Heads of Offices; coordinating various workstreams; and contributing to organizational development efforts, including compliance monitoring, external relations, and resource mobilization.

Prior to joining CFSI, Mr. Roque worked in the peace and development arenas and gained experience in project management at various levels in three different agencies under the Office of the President of the Republic of the Philippines, specifically, the National Anti-Poverty Commission (NAPC), Development Academy of the Philippines (DAP), and Office of the Presidential Adviser on the Peace Process (OPAPP). This work included service for projects funded by the Philippine Government, the World Bank, and Japan International Cooperation Agency.

A citizen of the Philippines, Mr. Roque earned the Bachelor of Arts degree in Social Sciences at the University of the Philippines-Baguio and Graduate Diploma in Public Management at the University of the Philippines-Diliman. A recipient of an Asian Peacebuilders Scholarship granted by the Nippon Foundation, he earned the Master of Arts degree in International Peace Studies at the University for Peace in Costa Rica, as well as the Master of Arts degree in Political Science at the Ateneo de Manila University.

Since joining CFSI, Mr. Roque has completed a variety of professional development training programs, including the National NGO Programme on Humanitarian Leadership managed by Concern Worldwide, International Medical Corps, and the Harvard Humanitarian Initiative. Mr. Roque is currently pursuing a Doctor of Social Development at the University of the Philippines-Diliman while continuing to serve on a full-time basis as Chief of Staff at CFSI.
