Rafaela Gracio

Rafaela Gracio has extensive experience in communication and human resources, currently serving as HR Administration and Communication within the Staffing and Mobility Unit of the Council of the European Union since April 2016. Responsibilities include managing policy projects, overseeing the Career Day project, conducting communication activities, and executing selection procedures. Additionally, Rafaela handles communication related to Digital Transformation, focusing on information management and stakeholder engagement. Previous roles include Communications Manager (ad interim) at Friends of Europe, Senior Communication Consultant in a freelance capacity, and various senior consultancy positions at ICF Mostra and Grayling, where projects spanned pan-European campaigns and media relations. Rafaela also has a strong foundation in journalism and human rights education, holding degrees from Escola Superior de Comunicação Social, Universidade de Coimbra, and Universidade Católica Portuguesa.
