Council of the Great City Schools
David Lai serves as the English Language Learner Policy Manager at the Council of the Great City Schools, where responsibilities include collaborating with researchers to address educational concerns for over 1.2 million English Language Learners across 74 urban school districts, analyzing data for policy publications, and developing professional learning content. Since May 2023, David has also been a Councilmember for the City of New Carrollton, managing a budget over $14 million and contributing to city governance. Prior experience includes teaching in Prince George's County Public Schools and involvement with Teach For America, along with research roles at several prestigious institutions. Education includes ongoing doctoral studies in Education Policy at The George Washington University and a Master of Science in Education from Johns Hopkins University.
