Jessica Harrington

Jessica Harrington is a seasoned professional in government affairs with extensive experience in congressional relations and national security policy. Currently serving as the Director of Government Affairs at the Council on Foreign Relations since December 2018, Jessica leads a team responsible for engaging with over three hundred congressional offices and executing strategic outreach initiatives. Previously, Jessica held various roles at the Partnership for a Secure America, where responsibilities included advancing bipartisanship through congressional education programs. Early career involvement included positions as a Legislative Analyst Intern with the Office of the Chief Legislative Liaison for the Army, and internships supporting congressional operations and communication. Jessica holds a Master of Arts in American Government from Georgetown University and a Bachelor of Arts in Political Science and Public Relations from Penn State University.
