Olivia Volkoff

Olivia Volkoff serves as the Director of Data Economy Strategy at Constellation since February 2025, focusing on AI infrastructure and the data economy. Currently, Olivia is also a Term Member at the Council on Foreign Relations. Prior experience includes significant roles at the U.S. Department of Commerce as Chief Risk Officer and Chief of Staff in the CHIPS Program Office, and as a Senior Policy Advisor in the Office of the Secretary. Olivia has a background in investment banking as an Associate at PJT Partners and has held fellow and advisory positions at the U.S. Department of State and The White House, respectively. Military experience includes working as a Nuclear Engineer with the US Navy. Academically, Olivia holds multiple advanced degrees, including an MBA and MPP from Harvard Business School and Harvard Kennedy School, and a Master of Engineering in Nuclear Engineering from Penn State University, complemented by a Bachelor of Arts from Harvard University.
