Tiernan Mennen

Tiernan Mennen is an accomplished professional in the fields of democracy, governance, and human rights, currently serving as Chief of Party for the USAID/El Salvador Transparency and Accountability in the Public Sector Activity at Counterpart International since November 2023. Mennen is the Founder and CEO of Haki, a global coalition that advocates for social justice and local voice in development, a role maintained since January 2011. As an independent consultant, Mennen has led multiple significant assessments and evaluations for USAID, focusing on anti-corruption and rule of law initiatives from 2011 onwards. Previous positions include Sector Director at Tetra Tech and leadership roles at Abt Associates and Millennium DPI Partners, managing substantial projects aimed at enhancing governance and access to justice in various regions. Academic credentials include a Doctor of Law from Cornell Law School and a Master's in International Development and Economics from The Johns Hopkins University.
