David B. Howard

SVP, Research, Evaluation & Learning at Covenant House

Dr. David Howard brings to Covenant House more than 13 years of social sector experience spanning practice, policy, and research and including nearly nine years working in homeless services. Before joining the management team in 2015, David served for four years as director of research and innovation at The Doe Fund, one of the most successful nonprofit housing and workforce development providers working with homeless and formerly incarcerated individuals in the United States. Prior to his work at The Doe Fund, David helped build the research and evaluation unit at Special Service for Groups (SSG), a large multifaceted human service organization in Los Angeles.

David has authored numerous reports on issues affecting the nonprofit and philanthropic sector; taught graduate-level coursework on program planning, design, and evaluation; and presented his research at national and international conferences. He is currently an adjunct lecturer at New York University’s Silver School of Social Work.

David is a graduate of the UCLA Luskin School of Public Affairs, where he received his doctorate and a master’s in social work, and the University of California, Berkeley, where he received his bachelor’s degree.
