Program Manager | Requirements Manager at DAWSON

Preston Whitlock, PMP has a diverse work experience in program management and requirements management. From 2018, they have been working at DAWSON as a Program Manager and Requirements Manager, overseeing contracts valued at over $20M and leading the development of deliverables such as requirement validation processes. Preston also executes Joint Staff taskings assigned via the Joint Capabilities Integration and Development System (JCIDS).

Prior to that, from 2015 to 2018, Preston worked at Heartland Consulting as a Requirements Manager and Deputy Program Manager. In this role, they provided subject matter expertise in JCIDS and facilitated complex programs for the Air Force Medical Service (AFMS). Preston briefed senior leaders at the Surgeon Generals Requirements Oversight Council for program approval, with a total value of over $400M.

Before Heartland Consulting, Preston worked at QualX Corporation as a Team Lead from 2012 to 2015. Preston managed a team of 12 employees for the Department of Navy’s declassification program, ensuring compliance with Executive Order 13526 and the Atomic Energy Act of 1954. Preston also established professional development programs for their team members resulting in the promotion of 25% of them.

Additionally, Preston has experience in business development, working at Dell|AppAssure from 2011 to 2012.

Lastly, they have coaching experience as the Head Coach for the Stafford Area Soccer Association, where they executed development plans for players ranging from U11 to U19.

Preston Whitlock, PMP, studied at William & Mary from 2005 to 2010, earning a Bachelor of Science degree in Neuroscience and Biochemistry. In addition to their academic pursuits, they have obtained several certifications, including the Project Management Professional (PMP®) from the Project Management Institute in February 2022. Preston also holds certifications such as the USSF 'B' License from the United States Soccer Federation in March 2014, the Historical Records Restricted Date Reviewer from the U.S. Department of Energy in February 2013, and the Automatic Declassification Review Training Course from the US Navy in September 2012.
