David Scarbalis

David Scarbalis is an experienced professional in business development and strategic communications, currently serving as Principal at Deep Water Point and Highland Consulting LLC since 2021 and 2020, respectively. Prior roles include Director positions at Broadcom Inc. and CA Technologies, where extensive government and defense market development efforts were managed. David has held leadership positions in various organizations, including Serco and SNVC L.C., focusing on defense accounts and business relationships. A retired US Army Colonel with over 27 years of experience in Information Technology, David has a strong background in Command, Control, Communication and Computer Systems (C4IT). Educational qualifications include a Master’s in Strategic Studies from Deakin University, a Master’s in Telecommunications from the University of Colorado Boulder, and a Bachelor's in Speech Communications from Northern Illinois University.
