Jennifer Riley Collins

Jennifer Riley Collins currently serves as the Regional Administrator for Region IV at the U.S. Department of Housing and Urban Development since December 2023 and has held the position of Chief Administrative Officer at the Delta Regional Authority since June 2022. In addition, Jennifer operates J Riley Collins Consulting, LLC, offering management and policy consulting services since January 2021. Previous roles include Hinds County Administrator, Attorney, and Executive Director of the ACLU of Mississippi, where strategic direction and litigation advisory were key responsibilities. Jennifer's military career spans over three decades with the U.S. Army, culminating as Inspector General and Military Assistant to the Assistant Secretary of the Army for Manpower and Reserve Affairs. Educational credentials include a Doctor of Jurisprudence from Mississippi College School of Law and multiple degrees in Criminal Justice and Political Science from Alcorn State University, alongside an Honorary Doctorate of Humane Letters.
