Principal Policy Officer, Surgery Recovery And Reform at Victorian Department of Health

Dave Joyce has diverse work experience in the legal and policy fields. Dave started their career as a Journalist & Researcher at Chambers and Partners, where they conducted research and wrote editorial content for a client guide to the American legal profession. Dave then worked as a Researcher at the 2009 Victorian Bushfires Royal Commission, investigating the causes and effects of the bushfires.

Dave later joined the University of Melbourne as a Workshop Leader, teaching concepts in Intellectual Property law. Dave also worked as a Legal Research Officer at the Department of Justice, analyzing anti-corruption frameworks and making recommendations for Victoria's anti-corruption framework.

Dave then gained experience in private practice as a Graduate Lawyer/Solicitor at K&L Gates, where they completed their legal traineeship in various practice groups. Dave then worked at the Department of Justice and Regulation, leading the development of policy and law reform proposals related to child abuse.

In 2017, Dave joined Victoria Legal Aid as a Senior Policy and Projects Manager, where they led and coordinated policy and strategic advocacy functions. Dave also took on roles such as Acting General Counsel and Acting Chief of Staff/Executive Manager, providing strategic advice and managing the Office of the Managing Director.

Dave furthered their career in the public sector, serving as a Senior Adviser to the Secretary at the Department of Education & Training and as a Principal Adviser in the COVID-19 Vaccination Program at the Victorian Department of Health. Currently, they hold the position of Principal Policy Officer, Surgery Recovery and Reform at the Victorian Department of Health.

Throughout their work experience, Dave has demonstrated strong analytical skills, organizational leadership, and the ability to provide strategic advice.

Dave Joyce completed their Bachelor of Arts (B.A.) degree in Honours Media, Information, and Technoculture at Western University from 2002 to 2006. Dave then pursued a Doctor of Law (J.D.) degree in Law at the University of Melbourne from 2009 to 2011.
