David Powers is a seasoned water resources engineer with extensive experience in flood risk management, watershed planning, and hydrologic modeling. Currently serving as the Climate Hazard Lead at the U.S. Department of State since 2024, David previously held positions at Watershed Systems, CDM Smith, HR Wallingford, Stantec, Michael Baker International, KCI Technologies, Timmons Group, AECOM, and Pennoni Associates. With advanced degrees in Civil Engineering with a focus on Environmental and Water Resources from Virginia Tech and North Carolina Agricultural and Technical State University, along with a certificate in Geospatial Information Systems from Penn State University, David has contributed to science-based approaches in water resource management throughout a notable career.
