Jessica Singh, M.A., serves as a Senior Evaluation Advisor at the U.S. Department of State, where responsibilities include overseeing evaluation efforts as a third-party contractor. Prior experience includes a role as Senior Consultant: M&E at Guidehouse, leading a data management project for the Department of State focused on improving the monitoring and evaluation of International Narcotics and Law Enforcement programs. Jessica has also worked as a Monitoring & Evaluation Subject Matter Expert for the Bureau of African Affairs, developing robust M&E frameworks for peace and security programs across Africa. With earlier positions at Dexis Consulting Group, PAE Government Services, and various organizations, Jessica has cultivated extensive expertise in program evaluation, data analysis, and capacity building initiatives. Educational qualifications include a Master of Arts in International Policy from the Middlebury Institute of International Studies and a Bachelor of Arts in Political Science from Benedictine University.
