Mark Higgins

Mark Higgins is an accomplished professional in the field of law and finance, currently serving as the Head of Non-Financial Risk for Global Rates at Deutsche Bank since July 2022. Concurrently, Mark holds the position of Adjunct Professor of Law at Georgetown University Law Center, specializing in Derivatives Regulation. Previous roles include Head of Markets Regulatory at Barclays Investment Bank and Assistant General Counsel at the Commodity Futures Trading Commission, where Mark received the Chairman’s Award for Staff Excellence for contributions to Dodd-Frank implementation. Earlier experience includes an attorney position at the Federal Energy Regulatory Commission, where Mark was recognized for work on the Energy Policy Act of 2005, and a role as a U.S. Presidential Management Fellow at the Joint Financial Management Improvement Program. Mark's educational background includes a Master of Laws (LLM) from Georgetown University Law Center and a Juris Doctor (JD) from St. John's University School of Law.
