Ryan Toner, P.E. has a wide range of experience in the field of airport and aviation engineering. Ryan has worked at Dibble since 2011, starting as a Project Manager and then progressing to become the Vice President / Airport Development Practice Leader and currently the Vice President / Airport Development Business Unit Leader. In their role as Project Manager, they were responsible for various projects related to runway and taxiway rehabilitation, apron expansions, grading and drainage, and airfield signage. Ryan also has experience in coordinating projects with FAA Program Managers and ADOT Grant Managers, including preparation of grant requests and applications. Ryan has also worked at Kimley-Horn as a Project Engineer, where they were involved in developing plans and specifications for airport/aviation engineering projects and served as the main contact for Airport Capital Improvement Plans and AIP grant applications. In addition, they have worked at the Arizona Airports Association as an Associate Director from 2016 to 2018. Overall, Ryan Toner has a strong background in airport development and has established strong connections within the industry.

Ryan Toner, P.E. attended Red Mountain High School, though the start and end years of their time there are unknown. After completing high school, they attended Northern Arizona University from 2000 to 2004, where they obtained a Bachelor of Science degree in Civil Engineering.

In terms of certifications, Ryan Toner, P.E. became a Professional Engineer (PE) in Civil Engineering through the Arizona State Board of Technical Registration in December 2008. Ryan later obtained a Professional Engineer (PE) certification in Civil Engineering from the Colorado Department of Regulatory Agencies in February 2017.
