Frank Borger Gilligan

Frank Borger Gilligan is an accomplished legal professional with extensive experience in securities regulation and enforcement. Currently a Member at Dickinson Wright PLLC since June 2019, Frank previously served as President-Elect of the North American Securities Administrators Association from September 2018 to June 2019, where efforts focused on investor protection through collaboration among securities administrators. From November 2012 to June 2019, Frank held the position of Assistant Commissioner at the Tennessee Department of Commerce and Insurance's Securities Division, overseeing major areas such as registration and enforcement. Additionally, Frank has served as the Director of Securities Enforcement and Fraud Investigations, leading a team in investigating fraud cases. Previous legal roles include Assistant Attorney General at the Tennessee Attorney General's Office and Assistant District Attorney at the Philadelphia District Attorney's Office. Frank holds a J.D. from DePaul University College of Law and a B.A. from Columbia College Chicago.
