Rowland Espinosa Howell

Rowland Espinosa Howell serves as the Head of Government Affairs and Public Policy for Central America and the Caribbean at DiDi since February 2020, focusing on innovative transportation solutions and regulatory advocacy. Prior to this role, Howell acted as an Advisor to Parliament Members in Costa Rica, drafting legislation on fiscal reform, public safety, and digital technology issues. Additional experience includes positions as Vice Minister in the Ministries of Telecommunications and Finance, managing key projects such as the modernization of telecommunications policies and revenue management processes. Howell holds multiple degrees in Political Science and Government and specializes in government management, further enhancing expertise in public policy and transport advocacy.
