David Harkins is a highly experienced law enforcement professional currently serving as a Permanent Deacon with the Diocese of Camden since October 2020 and as Chief of Police for the Gloucester Township Police Department since April 1995. Harkins has held various ranks within the department, overseeing operational and administrative functions for over 160 members, managing divisions such as Patrol, Investigations, and Special Operations, and commanding the tactical SWAT unit. Harkins has also contributed to retail banking as an Assistant Branch Manager at Commerce Bank, N.A., prior to their extensive police career. Educational qualifications include a Master of Arts in Human Resources Development from Seton Hall University and a Bachelor of Arts in Political Science and Government from Rutgers University. Additionally, Harkins is a graduate of the FBI National Academy and the Gloucester County Police Academy.
